Key Drivers Behind the Increase
This surge is being driven by a convergence of geopolitical and political factors, including the ongoing Israel–Hamas conflict, sustained instability in Iran, U.S. military actions in Venezuela, and growing global opposition to the Donald Trump administration. Based on current indicators, our assessment is that protest activity will remain elevated and is likely to intensify across multiple issue areas in the near term.
As negotiations between Israel and Hamas show signs of stalling, we anticipate a corresponding increase in pro-Palestinian demonstrations across major Canadian urban centres. Notably, we are also observing a shift in protest tactics. Planning is expanding beyond traditional outdoor public spaces into shopping centres, transit hubs, and other indoor or semi-controlled venues, increasing the potential for disruption to commercial operations and critical infrastructure.
